Of course it will weaken the arm. Why do you think it is there in the first place?

Then I am a little confused. If you know the underbracing is there to strengthen the arm, then why did you ask if removing it would weaken the arm? If you understood it's function, then the answer to that question should have been obvious.

If you are trying to ask if removing the brace would weaken the arm to the point of being unsafe, nobody can answer that question. We don't know who built it, how well it was built, the size, thickness, and quality of the material used, basically nothing about the arm. Braced arms can fail, I have seen it. Unbraced arms can fail, and I have seen that even more. So if you are going to take a piece that was designed to be used in a particular manner, then remove a key structural component of it's design, you have to expect it to have a reduced level of safely and functionality. How much reduced, no one can answer that. Beyond that, it's your skin, you tell us whether it broke or not.
